Coverage semantics
Registry Coverage is the conservative identified-car lower bound divided by a source-backed production total. The remainder means not yet identified in SCC evidence — not missing or unregistered cars.
Known identity coverage is a conservative lower bound from the strongest internally deduplicated identity system available for a model. Independent source systems are never added together without an explicit cross-source match. Identityless sightings add observation depth but never invent a new car or owner.
